RESEARCH PROJECT:
Methodology of analysis of communication policies in Brazil: asymmetric dynamics of power and negotiation in the post-dictatorial context

Description
This research research project seeks to develop and test a methodology for the study of communication policies based on the interconnection between the national media and political systems in the last three decades (1985-2015). Starting from the theoretical-methodological perspective of the system we have called Electronic Colonelism, we articulate the concepts of spatiality, patronage and patrimonialism, seeking to draw a map of power relations and negotiation at local, regional and national levels. The research also proposes the application of the categorization of political actors who own media, divided into four general types. In order to understand the extent of the activities of the main political groups, and their articulations with the Brazilian and international broadcasting business, we will analyze in detail the political and communicational structure in cities of different sizes (capitals, about 200 thousand inhabitants, over 50 thousand inhabitants , Less than 50 thousand inhabitants) in the 27 Brazilian states and the Federal District. It will be essential to monitor the financing of political campaigns, between 1985 and 2014, by media companies, based on data from the Higher Electoral Court and regional courts. We will also analyze the electoral campaigns and part of the content of the media in the 2014 and 2016 elections. In 2016 we will follow in detail extracts from journalism, opinion channels from television channels, print newspapers controlled by local and regional political leaders and Also the information available in portals and social networks in the selected municipalities. We will exclude the contents of the sample radio channels because of the difficulty in following programming that does not follow a previous grid. The aim is to analyze the extent to which local and regional media are an instrument of political dominance.
